For context, the original idea behind the VMIC was to have a centre for vaccine innovation. When the pandemic began, it was felt the site should be expanded to do bulk manufacturing of vaccines, but given where we are with the pandemic, it is now felt that a bulk manufacturing site would be better run all year round by an organisation with expertise in doing so.
Ahead of the meeting with the Minister, I spoke to a handful of experts in vaccines. They all felt the proposed sale made sense as long as the original innovation driver behind the Centre is maintained; the buyer is a reputable organisation committed to the long-term development of the Centre; and that, should we face another pandemic, the Government is able to ensure the facilities can be used to the benefit of the UK. In my meeting, I informed the Minister that these were the tests I would want to see applied to the sale and he was receptive to this.
